the skin flaps you've been wondering about, are probably hemorrhoids either prolapsed internal hemorrhoids or external hemorrhoids. There is a small chance that the "flaps" are warts but warts usually look like cauliflower so they are more recognizable. Hemorrhoids commonly develop when an individual suffers from constipation and sometimes they bleed.
