Brief Answer:
get yourself clinically examined and investigated.

Detailed Answer:
Hi,
Thanks for writing your query.
After reading your post, it seems that you might be having infection of the upper respiratory tract (URTI ) and need medical management. Blood mixed in phlegm is common while severe coughing as it may cause rupture of small blood vessels. You should not feel much worried about it. I would suggest that you should get yourself clinically examined and investigated by an ENT specialist. Following investigations may be helpful :-
1. Complete Blood Count ( CBC ).
2. Throat swab culture.
I would advise that you should take an antihistamine like Fexofenadine 120 mg once a day. An antibiotic may be needed if the reports of the above mentioned investigations suggest infection. Warm saline gargles will also have beneficial effects.
I hope this is helpful to you. If you have any further query, I will be happy to help.
Regards. Thanks.
