Question: I have mole like dark spots on the baseof my penis. Some of them raised and itches.

Either genital warts or lichen planus

Detailed Answer:
I have reviewed the attached photographs and their are 2 possibilities: either warts or lichen planus.
Genital warts is a viral disease which is transmitted sexually but it is usually asymptomatic whereas lichen planus is an immune mediated disease which presents with itchy papules.
I would recommend you to consult a dermatologist and get yourself clinically examined.
