As I can understand that it main complaint is of calf and front leg itching.
I may need to ask you
1) does the itching worsen or aggravate in winters and in cold as compared to in summers?
2) the itching is patchy or on the whole of leg area? any other part of body?
3) how is texture of skin? Smooth or rough scaly? Any discolouration? Hypo pigmentation? dryness ?
4) history of any particular food stuff or triggering factors that can recall?
5) persistent chronic joint pains, back aches?
6) is the onset abrupt or its chronic itching?

I am primarily suspecting a dermatitis condition. There could be other causes present, however we shall start ruling out the common ones before.

I would also want to know if you have any comorbid medical issues of diabetes, hypertension, systemic condition, etc?
Any medications you have tried?

Because it is a condition with broad etiology, I am asking you for more information.
