Brief Answer:
Please consult Gynecologist

Detailed Answer:
Hi,
Welcome to healthcare Magic.
I am Dr Ramadevi Wani. I will be answering your concerns.
At this age due to low estrogen levels the vulval skin is thinner and dry and is prone to itching. It might have just started as allergy to soap or clothing. But since it has become red and swollen after shaving, there is a possibility of hair follicle infection.
So please consult Gynecologist. If infection is proven you need to take antibiotics. If it is just allergy she may prescribe an ointment containing steroid.
Conditions like Lichen sclerosis and Lichen Plannus can cause vulval itching. Your doctor can find out if you have it so that appropriate treatment can be given.

I hope this helps. If you have any further concerns I will be happy to answer.
