I have gone through your query. Kojic acid soap and cream will be helpful for this. You can also used creams based on kojic acid and vitamin C.

Taking vitamin E and C supplements along with this is also good.

In case of any fungal infections present it should be cleared first by using ointments with combination of anti fungal agents like miconazole and corticosteroids like flucinolone.
