The closed prepuce in adults is called phimosis.
Some persons have this variation and lead a normal sexual life and never have any problem.
Do not try to push back hard on it by yourself because the pulled skin can become tight to form a noose around neck of penis and may lead to serious consequence due to cutting off the blood supply to penis head.
This condition is called paraphimosis and becomes a surgical emergency.
Children have physiological phimosis that resolves by adulthood.If you are an adult and still having tight prepuce it can be surgically corrected by surgical slit/resection, which is a daycare intervention.I hope the advise would be informative and useful for you.Take Care!
