Question: Does internal hemmoroids cause fluid seepage? If it does, can the seepage stop after a surgery?

Yes, hemorrhoids can give some fluid (mucus most likely) discharge from the rectum. But this should be only a small amount. Hemorrhoids for sure do not cause leakage of fluid from rectum.
The main reason of ample fluid(mucus) leakage is constipation. Please note that intestines constantly produce the mucus to help stool passage. When there is no stool passage, the mucus can appear instead of stool. Unfortunately mucus/fluid discharge can also be caused by some large intestine polyps or even colon cancer. Especially at your age. That is why colonoscopy is advisable if such symptom is present.
Hemorrhoids surgery can set you free from small amount mucus discharge, but for sure it wont help with fluid seepage.

Than it can be caused by hemorrhoids indeed. Bad smell can be associated with diet (fatty foods, low fiber intake). In such case surgery along with diet improvement can help with mucus discharge.
Please note that it is reasonable to have colonoscopy before hemorrhoids treatment to make sure nothing else is in the large intestine.
