Can HIV Be Contracted Through Non-penetrative Intercourse?

Question: Hi
I am a 45 year old male and on last friday evening I was very drunk and had sex with a commercial sex worker of Cambodian Origin in China. I tend to ejaculate very fast and while trying to penetrate I ejaculated as well as the condom broke. I had not even entered the vigina. All the sperms spilled on the girls pubic hair.
I immediately got up and threw the condom as well as washed.
A few questions:
1. Am I at risk of getting Aids.
2. Should i start a PEP course. It will be 72 hrs by tonight.
Since consulting a doctor in China is difficult I check and found that the PEP course is Acyclovir 5x Day + Zeffix 1x Day for 4 weeks

Thank you for query. I am Dr Bharatesh D Basti answering your query.

As there is no penetration and no contact with the secretions of vagina, there is no chance of transmission of HIV. Moreover HIV is not transmitted by skin to skin contact.
So there is no risk of HIV by this episode .Hence no need of PEP for HIV.

Herpes can be transmitted by skin to skin contact if active lesions are present. Here unlikely, So almost no risk.
