What Is The Reason For Colored Veins In The Shoulders?

I just notice that I have veins running across my shoulders in my upper back area around my shoulders. I had a mastectomy 12 years ago and have a lot of constriction and pain in upper shoulder area and ledema on the mastectomy arm. What are these blue/red veins?

Post mastectomy oedema is a common feature.While doing mastectomy along with axillary clearance for carcinoma of breast, lymphatics can not drain lymph in the lymph node as these are removed.Venous prominence can be due to recurrence of malignancy.
