What Causes Protruding Veins In Under The Arms Post Surgery?

my boyfriend has just noticed 2 hard veins potruding from his side they are quite hard and feel somewhat like a cord under the skin. He has recently had surgery to remove a, for lack of a better word, boil underneath his arm and the hardened veins have appeared just underneath the wound left from surgery. the hardened part of the vein is about 15cm long.
