What Causes Difficulty Urinating After A TURP Procedure?

A TURP procedure was done 18 days ago. I still cannot pass urine properly apart from a very weak stream and it is extremely painful. I urinate approximately every 30 minutes. This has been going on for nearly 2 weeks. I have been taking antibiotics since the procedure was done but there seem to be no improvement. I have no bleeding and clear urine. Before the procedure I had been using Foley catheters for 4 months.
