Is Stinging During Urination Followed By Blood Discharge Serious?

i have a urinary problem, it just started today but ive had a few problems the previous night i couldnt sleep and i was delusional. today i go to urinate and it started to sting and as it progressed i could feel this stinging and eventually blood started to leak after urinating.
