Does Blood Clots In Eyes Require Operation?

My father is suffering from vision problem in right eye. the vision dropped suddenly very quickly. After a blood test, it was highlighted that his BP is very high. Also, doctor says that there is a blood bloating and swellon in the right eye and an operation has to be done wherein, they would inject something. I am not sure if we should go with the operation. Please suggest so that it would be easy to take on a decision.
