Can Eye Vision Loss Due To Retinal Detachment Be Successfully Treated?

Good Day! My name is Lee, from Malaysia. My father (now is 61yrs old) had retinal detachment at both eyes in year 1992 (as it spread from right to left) and had laser treatment. He lost eyes vision completely in year 2004. Is there any chance to repair and recover, minimally 40-50%?? He is so sad since years ago as he is now blind.Please help to advice! Thank you.
