Brief Answer:
Moisturizer, and then perhaps hydrocortisone cream

Detailed Answer:
Hello, I'm Dr. Branch, thanks for using Ask a Doctor. It sounds like you have severe skin dryness on your penis, and possible an atopic dermatitis. I would try a skin moisturizer first, such as Aveeno or Cetaphil, and if that was not effective, I would try a steroid cream such as hydrocortisone. Beyond that, you will probably need a prescription medication, and will need to see a doctor for evaluation first.

If you would like to send a picture, and tell me any other details (such as, is it itchy, how long have you had it, any other medical conditions, etc), I can try to give you more specific advice. Otherwise, let me know if you have any other questions and I'd be glad to help any way I can.
