Thanks for your query, albeit short and specific
Noted your history of having a problem with a smell on genitals. Alcohol makes it go for a short period, you have used soap and water too.
The smell is caused by the bacteria which grow upon the scrotal skin which has more sweating, is always covered with least aeration.

I would suggest you to try this, it helps all my patients and will help you too.
Use soap and water once a twice in a day and use plain water twice a day to clean off the dead skin. Then make the area dry with a hair dryer. Apply liquid Povidone Iodine after this and allow it to dry, it does dry up fast.

Avoid sudden change over to different temperature zones.
Use loose underwear and pants.
When at home, use very loose clothes.
