Unfortunately, the data provided is very little to exactly say something. Like since how long is this..?unilateral or both sides.? What exactly you mean by enlargement ie skin is thick or while testes are enlarged. ?
Still, there are few possibilities. The scrotum is the layer around the testes. Enlargement of scrotum itself may mean Swelling of the testes or accumulation of fluid in this sac. Few possible causes are below.
1. A hydrocele is an accumulation of fluid inside the scrotal sac. This may cause soft Swelling of testes. The testes appear large and soft. This is mostly unilateral ie one testes. This is mostly not serious but if troublesome may need surgery.
2. Similarly, there is another Co diction called varicocele which means dilated veins. It is painless and non-tender. Feels like a bag of worms. Again not a serious problem.
3.very rarely if the testes size is increased and is hard maybe a malignancy.

Regarding darkening of the skin, this may be normal with age. But if too much then few skin conditions may be the cause. Like dermatitis especially if it itches.

So to be very honest we need more information. You can also share the picture with us if possible for you.
Or you may let your Dr examine you as what exactly is happening there. Sometimes there is no enlargement rather only skin is lax which appears troublesome.
