As per your complain it seems that the skin hanging can be gum mucosa that got torn during extraction..

If it is hanging from the inside of the extraction socket it can be blood clot..

Both conditions are harmless and need not to be worried..

If there is pain and discomfort you can apply numbing gel like Lignocaine gel over it..

If possible send me the pictures of the extraction area so that I can guide you further..
