What Causes Greyish Brown Discolouration On Elbow And A Bump On Forearm?

Question: My daughter (40) has one elbow a grayish brown color. Also on the bone further down toward hand has a bump that is getting larger. I'm not sure the lump is growing in the bone, but it is beside the bone.
