What do you mean with a "shaped oval knot"?
Is it in an area where you can provide a photo of the knot?
Where is it localized exactly- tip, body of the penis, foreskin?
Is it painful?
Does he have other symptoms like discharge, itchiness, redness?
For how long have you noticed it? Any similar problems before?

In general it should not be there. It is not common at all to have changes like that in the penis (from what I am understanding).
If you can not provide a photo...yes, the best option would be to see a local doctor so he evaluates all the answers of the questions I addressed above, and more then that, considers a swab of it depending on how it looks, and other necessary labs.
