Brief Answer:
Consult a pediatrician

Detailed Answer:
Hi dear,
I have gone through your question and understand your concerns.
Toddlers of 26 months should speak in short sentences, and should be able to communicate verbally.
I will suggest you to consult a pediatrician and get her examined and investigated, if required.
Hope you found the answer helpful.
