It is looking like keloid.
It happens due to hypertrophy of skin.
I treat such cases with silicon gel sheet.
These are available by trade names like hexilak, Scanil, vaniza etc.
You can use any of these.

It comes in tube form.
Just apply it like a cream over the scar area and leave it there for entire day.
It will take at least 3 months to show good response.
