Suggest Treatment For White Film On Lip

Question: My 14 month old son has almost like a white film only on his lower lip that I noticed this morning and when I picked him up from daycare this afternoon he still had it. Could it be thrush? If so, how can I be certain? How is it caused and how can I get rid of it? He's been very fussy and whiny all day.
