I have reviewed the attached photographs.
If I was your treating doctor I would recommend you to apply an ointment containing steroid salicylic acid combination like clobetasol propionate and salicylic acid 3 percent ointment on the affected areas of heels twice daily along with application of a moisturising cream containing urea and glycolic acid like xerina cream on the entire feet twice daily for 3-4 weeks.
This will resolve your problem.
