Your husband has spots of pigmented purpura around his ankles. This is basically a harmless skin condition which causes development of pigmented lesions around the ankles of certain susceptible people. It is typically seen in people who have jobs requiring prolonged period of standing or sitting.
It is mainly a cosmetic problem which means that it looks bad but nothing much can be done to treat it. Only if there is any associated itchiness, then a topical steroid cream like cortisone cream can be applied over the affected area . But if there is no discomfort, then they can be left as such.
