Is Surgery Advisable While Suffering From Abnormal Reflexes And Lack Of Coordination?

Question: I have a neck that the vertebrae are displaced in the third, fourth and fifth that is causing me aches and sometime a little pain that ibuprofen usually takes care of. I am also having numbness and tingling down both arms and lt leg almost constantly. I have seen a neuro surgeon and has recommended I have surgery. He states that I have decreased, abnormal reflexes and my coordination is off. Should I go ahead and have the surgery, will it help my reflexes and coordination improve.
