Brief Answer:
Small dots are usually not cancerous

Detailed Answer:

Hi,

Most small red dots are benign in nature i.e these are not cancerous. Cancers are quick to grow, rapidly spread, have irregular margins, change colour. If you have these then urgent evaluation is required.

For benign growth you can leave it as such or can go for excisional biopsy by a surgeon at hospital. It will rule out cancer and will help find the exact diagnosis.

Hope it helps. Let me know if I can assist you further.
