You can masturbate and with that fact there will be no problem in sex life with size of 3 inches.
However it is unusual that in flaccid state 2 inches and during erection only maximum 3 inches (only 1 inches increment). With this you can satisfy female but it totally depends on partner. Many females like more than 4 inches of penis.I recommend consulting urologist once for examination to rule out any problem. If needed penile Doppler (ultrasound) examination can be done for assurance of your future sex life.
