Brief Answer:
Use moisturising cream.

Detailed Answer:
Hello dear welcome to Ask a doctor's service.
I read your query and here is my advice.

If your skin is dry and thin because you are suffering from diabetes you may need a proper skin care .
Wash your skin with a gentle soap. Dry skin well with a towel . Apply moisturising, hydrating cream on your skin.
If the skin is cracked you may need to use antibacterial cream to prevent it from being infected.
Using vitamin E supplements may help protect your skin.

Hope I have answered the question.
Let me know if I can assist you further.
