Strawberry legs occur, when your hair follicles or pores are clogged with dirt, dead skin, bacteria or oil etc. The spots usually do not itch or cause pain. Dry skin, as such is not cause of strawberry legs but you are more likely to irritate the skins on your legs, when you shave dry skin, therefore increasing your risk of developing hallmark spots of strawberry legs. Otherwise also, if you have dry legs, strawberry marks are more visible as black or brown spots. Soft & smooth skin keeps away condition of strawberry legs. Therefore, always shave your skin with a smooth blade & moisturised cream. Remove the dead skin by exfoliating, as it makes easier for the new hairs to grow & it also makes it more difficult for the pores or follicles to clog.
To sum up, exfoliate your leg skin by using a soft & clean warm wash cloth & always moisturise the skin to keep it hydrated.
If shaving or waxing is not working, permanant hair removal is a safe & effective option. Electrolysis & laser hair removal are two effective procedures.
If nothing seems to work, then medical therapies under guidance of a dermatologist are advised. Also, sometimes, the other skin conditions may be there, presenting the similar symptoms, which deserve the proper diagnosis by a dermatologist & treatment accordingly.

Should I be using any chemical exfoliation on my legs. also I don't shave anymore. I have been using Epilator now (from few weeks).

Use of epilator is generally good for maintaining the smoothness of skin & restricting the eruption & growth of new hairs.
Chemical exfoliation is also good & beneficial, but you are advised to take care of any presence of irritation or area of abresion with the use of chemical exfoliator.
