It can sometimes be difficult to lose abdominal fat.

Diet changes and exercise are both necessary, if there is a lot of excess weight then this may not be enough, medications for weight loss and in some cases, surgery, may also be required.

Diet changes are very important. They can cause a lot of changes. There are different types of diets, you can choose the one that you would be more likely to stick to.
The main ones are low calorie diet and low carb diet.

Low calorie would involve restricting your diet below a certain calorie count. It would be important to monitor foods and drinks used in a food diary.
Also important to look at the calorie details of all foods/drinks. Water should be used instead of sodas (unless calorie free) or fruit drinks.

Low carb diets involve restricting carb intake in food and drinks. Again water is the best fluid, should replace sodas/juices (unless calorie free). Protein and vegetables/salad should make up most of your meals. This would mean reducing carbs such as potato/pasta/rice etc

If either one of these diets or a similar diet is adhered to consistently, weight loss will occur. As mentioned,in some persons meds or surgery may be needed

Exercise, at least 150 (eg 30 mins 5 times daily) mins a week, both strength training and aerobic, would also be beneficial. You can start less than the 150 then increase to this point.
