Question: Hi, I see some dark black n red spots on my scrotum. No pain and all,but any reason as to why these are developed.is it due to insufficient blood supply.

It is due to the effect of androgens (male sex hormone) and is due to melanin. The action of androgens on melanogenesis is complex and ill-understood and therefore I would not go into the details.
