Brief Answer:
would not be considered delayed at this point

Detailed Answer:
HI, thanks for using healthcare magic

Teeth usually start erupting around 6 months and complete eruption between age 2 to 3.

At 15 mths, the advise would be to wait till at least 2 years old to see if more teeth develop. At her current age, her doctor would be inclined to monitor.

A delay of up to 12 months may not be significant in an otherwise healthy child.

Delays in teeth eruption can occur due to factors such as : a tooth in the path of eruption, insufficient space or due to issues with the teeth themselves.

If more teeth fail to erupt by age 2 to 3, then her doctor would then consider an x ray of the gums to see if the other teeth are in the gums but just haven't erupted as yet or if they are absent

In terms of the discoloration, this can occur if the teeth , particularly the enamel,is not strong or if there was bleeding in the tooth due to trauma.
In some children there is no obvious cause. These teeth are temporary teeth however and will eventually drop out and be replaced by permanent teeth.

If you remain concern then you can consider taking her to see her doctor for an assessment.

Summary: at this stage, still early, so can monitor
