Can HIV Be Transmitted Through Genital Rubbing?

Cdc website states
Hiv dies quickly outside host body and additionally it cant reproduce as it come outside host (body) in fluids cant transmit
Some sites also states hiv needs penetration sex ,unprotected in sexual contact
So genital rubbing /frottage/apposition naked doesnt transmit
As penetration and air free environment needed
Doctors is there any documented case of hiv till now by fluids contacted outside body in genital rubbing?

So as all hiv sites states hiv spread via
Unprotected sex
Blood transfusion
Mother to child pregnancy
These above three are the ways hiv pass as it provide direct transfer of virus without any environmental factors
So if one person doesnt involve in above 3 factors ,so hiv cant spread

- Sexual - homosexual anal sex is most risky. Others are heterosexual anal sex, heterosexual vaginal sex, oral sex and condom protected sex in deceasing order of risk
- Mother to child
- Blood and blood product transfusion
- Injecting drug users
- Healthcare setting - infected needle prick
HIV does not spread from casual contact, kissing, air, water, sharing furniture, food, utensil, towels.

My friend 2 months back got exposure of possible genital touching to anus or vagina , he dont know as He was engaging from behind and both were standing posiition, he touched for just 3 sec less
So he dont know what his genital hit (touches ) anus or vagina,as he searched in the position he was with girl mainly one encounter with anus as vagina is below
But there was no penetration at all thats sure and hib need penetrative sex as hiv sites says
So is my friend expousre is risk ?
