2) If the person is in isolation and there is no such symptoms found within say 7 days , does this mean that the person is not infected.
3) Later is it safe for others to live in the house where this person was staying in isolation (of course without have been infected).

If this traveler is coming from a country with reported coronavirus cases, he should be tested.
1) What all could be the symptoms. mostly the symptoms include dry cough, headache, high fever, diarhea, muscle pain, Breathing difficulty may develop if the virus infects lungs. In this stage patient may experience confusion and may fall down or become unconscious. Last stage is the critical stage. People in critical stage are the usual ones who die. Most of them recover by themselves.
2) If the person is in isolation and there is no such symptoms found within say 7 days , does this mean that the person is not infected.
By isolation, you mean quarantine?
Anyways, being asymptomatic does not mean not infected. In some rare cases patient tested positive but had no symptom.
3) Later is it safe for others to live in the house where this person was staying in isolation (of course without have been infected).
Yes that house is safe for living after a day or two as the virus cannot survive on the surfaces. If the person was not infected then there is no reason to worry about living there with that person around.

If the person is definitely positive and leaves the house, then fogging should be done. The fogging equipment is available in the hospitals. People in quarantine are also usually placed in such facilities.
