Dr I have an query i have get a massage and then the massager touch my penis for 40seconds and give me handjob assuming she had cut on her hands blood but I have no cuts on penis and no wound on penis area

Even if we consider the massager is a HIV positive individual, the hand job, and the touching of penis with hands have no risk for HIV/STI.
Assuming that she had cut injury on her hands and she is a HIV positive woman (Nobody can handle others with fresh bleeding) and touched your penis, then your HIV risk is negligible when compared to penetrative sex.
