I have gone through your query and reviewed the attached pictures in detail as well.

Tiny reddish bumps without any other complaint like itching/pain is most likely due to being Pearly penile papules. The condition is totally benign and common. It is nothing to be worried about.

It is unrelated to any hygiene issues or infections. The bumps are tiny papillary growths, the underlying pathology of which is unclear. This condition will not affect your health or ability to perform sexually.

No treatment is needed unless for cosmetic reasons, in which case laser therapy/cryotherapy can be considered.

If you notice the development of pain, itching, sores, drainage, worsening/enlargement of bumps, please be advised to follow up with your primary provider for a detailed evaluation to rule out infection.
