The symptoms of cloggedarteries are change in color to bluish on exposure to cold/ burning sensation initially , then numbness . Dizziness is a side effect of nicotine in smoking as also reduction in motor skill.
There will be gradual problems with the extremities ( fingers and toes). Cloggedarteries will give other symptoms as to where the block is- e.g heart attack

If you have tingling and numbness on the same side of the body , you probably are suffering from some problem in the brain and / or the neck.
In such a situation I would advise you to see the Neurologist as soon as possible to rule out more important causes
