My dAughter is 11 and has a cold. She is her chest is tight and taking her nebulizer makes it hurt. Her inhaler isnt helping.

It seems that your daughter might have asthmatic allergic bronchitis . There is whistling sound, cough, tightness in chest , hard breath, please don't worry .
