Will Fordyce Spots Grow On The Inner Thigh?

I have fordyce spots on my penis. I was wondering if it is possible to get fordyce spots on my inner thigh as well. I scraped off the superficial tops of each of the raised bumps that were on my inner thigh and they haven t grown back in over a year. I guess I really need to know if fordyce spots can grow on the inner thigh and if so can they look different than the ones on my penis. The main difference being the height of protrusion from the skin.

Fordyce spots are actually ectopic sebaceous glands and are commonly seen on the mucosal surfaces of the prepuce and lips. Normally should not be present here.
Sebaceous glands open into the hair follicles but since mucosal surfaces are devoid of hair therefore sebeceous glands are actually not supposed to be there, therefore they are ectopic and appear as fordyce spots.
Fordyce spots appear as yellowish bumps on stretching the mucosa.
Fordyce spots are normally not seen in hair bearing regions of the body so the lesions on your thighs must have been different.
Most likely those were folliculitis lesions.
