Why Does Diabetes Cause Swelling Of Legs?

My husband is an insulin dependent diabetic. Right now he has severe swelling in legs and feet with some discoloration. He has severe shortness of breath, cannot lay down to sleep, says he feels like he is smothering, Do you think that he should be rushed to hospital now? or what may be going on?
