Why Does A Child Not Talk Or Make Gestures?

Hi there...My daughter is 3year old..not talking..her hearing is perfect..she understands simple instructions..but not expressing anything..no much gestures or talking..she is very clingy to me..now a bit less...she constantly looking for me...she doesnot relax so that she can explore much around..she gets at times stuck say with vessels or at times takes broom..thing like that..please suggest how do I help her?

I have few questions and suggestions for you -
1. What is her birth weight and current weight?
2. When did she start walking?
3. Did she cry immediately after birth or did she require any special assistance to take the first breath?
4. How long does she see television or tablet or cartoons per day?
5. Did any one of the parents' had a speech delay as children?
6. How many words does she speak as of now- I mean her vocabulary consists of how many words?
Suggestions:
1. I suggest you are doing great by singing rhymes to her.
2. Do not use tablet or computer or TV or laptop for doing that.
3. Do not force her too much comparing him with others.
4. She might get benefited by speech therapy, but before that kindly get back with the answers to my above questions.
