General & Family Physician 's  Response
Hello
Yes purple color of peripheral part of hands or feet may be due to extreme cold weather and known as chill blains .
Since your girl friend may be a young age group so most common reason is cold, the best way is avoid these condition and advise her to wear warm hand gloves .
Second reason may be impede in blood circulation , diagnosis cab be confirmed by arteriogram of arteries supplying blood to affected parts.
Peripheral neuropathy may be the next reason .
In my opinion consult a physician and get his opinion as bluish coloration ( purple ) is an indication of gangrene .
