I have gone through your query and can understand your concerns..
As per your complain it seems that the black patches on your cheeks seems to be due to Melasma and can be due to causes like Hormonal imbalances while it can also be due to generalized
hyperpigmentation on face..
On the other hand as you are advised with Mometasone cream that is a steroid based cream and after using it your skin turned red and peeling, it is due to side effect of the steroid cream..
Steroid creams initially shows wonderful effects on face by reducing pigmentation and brightening the face..
But long term use has severe side effects like skin thinning, pimples, inflammation, rashes, itching, excess hairgrowth and dilated veins under the skin..
You should
consult a Dermatologist and get evaluated and he can advise you to gradually stop using the cream to resolve its side effects..
As of now you can start doing cool compresses over the cheeks..
You can apply cooled aloevera gel..
Avoid all skin cosmetics and also avoid sun exposure to prevent
photosensitivity..
Once the side effects resolve completely you can start using safe
depigmentation creams and facewash like
salicylic acid and
glycolic acid containing facewash..
Use creams containing kojic acid, arbutin and glycolic acid creams etc..
Apply Vitamin E gel..
You can also go for treatments like
Microdermabrasion and chemical peeling..
