I am really not sure where your doctor read this type of mechanism for Diabetes. Guess you need to change your doctor. Diabetes is a result of either decreased secretion of insulin from pancreas or due to increased insulin resistance or a mixture of both. The risk factors for developing diabetes are family history of diabetes, hypertension, obesity, lack of exercise, faulty food habits and excess alcohol intake.
I hope i have addressed your query.
