What Does White Penile Discharge Before Urination Indicate?

What does it mean if i have a reoccurring white discharge before I pee. I have been to the e.r twice in the last month thinking I have been exposed to an std each time I was tested and treated for the stds and for a Uti. But when ever I would have sex and ejaculate (always protected) a few days later it would come back. Sometimes it stays sometimes sporadic comes and goes. Each time the test are negative but it keeps happening. What Are the possible causes?
