What Does This MRI Scan Finding Indicate?

My son had an MRI done & it showed Small nodular foci paralleling gray matter signal at the frontal periventricular white matter, more conspicuous on the right side are consistent with nodular gray matter heterotopia. I was hoping someone could tell me more about this. Is this the same as Periventricular nodular heterotopia?
