What Does The Following X-ray Report Suggest?

In a chest x ray, what does volume overload and Mild basilar infiltrate is not excluded mean? Also, small pleural effusions persist. The rest of the notes say: Small pleural effusions persist. There is a little more atelectasis or airspace disease at the lung bases. Interstitial thickening has increased a little. Pulmonary vasculature looks look congested. Mild cardiomegaly.

The X-ray report shows that there is little pleural effusion and there is congestion of blood vessels of lung. These changes / abnormalities could be due to cardiac abnormalities.
