What Does High Protein Level In Urine Indicate?

My great grandson is 3 weeks old. He was very jaundice at birth, under bili light for first 3 days. His doctor called today and said his protein levels were high. Unsure of number of blood results. Dr s office said they have to send it off to the state?? There is drainage coming out of his eyes. I don t really understand it
